Only in this way will we be able to reduce civilian casualties. People had to leave the big cities and move to the countryside. It is necessary, of course, to hide in cellars and cellars. It's not because I wish them so. And it's not because I think they belong there. I want them to save their lives. Nazis are fanatics. It will be impossible to negotiate with them. It will be impossible to re-educate them. They will hide behind people. Their task is to cause maximum damage to the infrastructure. Those cities that we liberate, as many people as possible should be disabled and killed, because they know that sooner or later this territory will definitely come under the control of the Russian Federation.

I am absolutely sure that the majority of residents will want to become part of the Russian Federation, and that our budget should be entrusted with a very serious burden of restoring this territory. They are trying to preserve the territory of these six western regions, with which they became part of the Soviet Union, and they are trying to inflict maximum damage on the territory that will be liberated from Nazi seizures. And we need to talk more about the fact that we draw a parallel, that a Russian soldier is liberating the territory of Ukraine from the Nazis. We are not at war with the Ukrainian people. We are not at war with their ideology, with their nationality, but we must understand that in 8 years... With their language, which is important, with their culture. We don't have songs on the territory of Russia, people don't jump with Ukrainian flags on knives, people support the Russian army. But everyone should understand that the servicemen of the Ukrainian army have also been subjected to this treatment for 8 years. If we begin to divide that there are Nazi nationalist battalions, and there are regular armies of Ukraine, a huge number of Nazis serve in the regular army of Ukraine, in the Armed Forces of Ukraine, who graduated from military educational institutions with Nazi ideology.
